Creation of Deputy Highway Superintendent position for period 7/7/11-12/31/11:

Mr. Sykes said the Highway Superintendent retired effective 6/30/11 and John Virginia has agreed to temporarily fill in until the end of the year.  Mr. Sykes said a new superintendent will be elected in November, but will not take office until January 1, 2012.

Approval of consolidation of Warners and Memphis Fire Departments:

Mr. Sykes said the joint public hearing was held at the Town of Camillus on June 28, 2011 and all entities, Town of Camillus, Memphis Fire Department and Warners Fire Department, have approved the consolidation agreement.

 

Mr. Sykes thanked the Warners Fire Commissioners and the Executive Committee and members of the Memphis Fire Department for being good leaders and making this consolidation happen. 

 

Mr. Dave Evans said he saw the benefits of consolidation and the Memphis Fire House will not be closing its doors, he said this will help both departments. 

 

Mr. Mike Knowlton said this agreement acknowledges that the departments have been working together for a long time.  He said this will benefit the town and the people served in the districts.

 

Mr. Sykes said the Warners Fire Department is run by elected commissioners and is their own political entity.  He said once they are merged, both departments will be under the commissioners.

 

Ms. Sabin said the day to day operations of the department will be run by those who are in the business of fire protection, not the Town Board.

 

Mr. Mike Knowlton thanked Mr. Greismyer and Mr. Mercer for all their hard work in making this consolidation successful.

 

114-11-019     MOTION BY Mr. Johnson, seconded by Mr. Tupper, to approve the following resolution:

JOINT RESOLUTION BETWEEN THE WARNERS FIRE DISTRICT, THE MEMPHIS FIRE DEPARTMENT, INC., THE TOWN OF VAN BUREN AND THE TOWN OF CAMILLUS TO AMEND AND ADOPT A JOINT CONSOLIDATION AGREEMENT FOR THE PURPOSE OF CONSOLIDATION OF THE WARNERS FIRE DISTRICT AND THE MEMPHIS FIRE PROTECTION DISTRICT  WHEREAS, the Town of Van Buren, the Town of Camillus, the Warners Fire District and the Memphis Fire Department are responsible for the establishment of policies and procedures for the effective and efficient operation of fire service within each of their respective territories; and  WHEREAS, the Town of Van Buren, the Town of Camillus, the Warners Fire District and the Memphis Fire Department are committed to providing the highest quality and most cost effective fire service for the residents they serve; and  WHEREAS, the recently enacted “New N.Y. Government Reorganization and Citizen Empowerment Act” encourages the consolidation of fire districts and fire protection districts in an effort to improve government efficiency; and  WHEREAS, the Board of Fire Commissioners of the Warners Fire District, pursuant to the “New N.Y. Government Reorganization and Citizen Empowerment Act,” prepared a joint consolidation agreement to that would consolidate the Warners Fire District with the Memphis Fire Protection District; and  WHEREAS, the governing boards of the Town of Van Buren, the Town of Camillus, the Warners Fire District and the Memphis Fire Department have determined that certain efficiencies may be realized by consolidation of the area of the Memphis Fire Protection District within the Warners Fire District and that the coordination of the emergency services provided by the Warners Fire Department and the Memphis Fire Department would be enhanced by the expansion of the Warners Fire District to include the Memphis Fire Protection District; and  WHEREAS, the governing boards of the Town of Van Buren, the Town of Camillus, the Warners Fire District and the Memphis Fire Department adopted a joint resolution endorsing the proposed joint consolidation agreement; and  WHEREAS, the governing boards of the Town of Van Buren, the Town of Camillus, the Warners Fire District and the Memphis Fire Department publicized and make available the joint consolidation agreement and summary in a public place, posted it on their web sites and published the summary in a local newspaper within each involved entity once a week for four successive weeks; and  WHEREAS, a public hearing to consider the joint consolidation agreement was properly noticed in a newspaper of general circulation within each involved entity and on each involved entity’s web site at least 10 days but not more than 20 days before the date of the hearing; and  WHEREAS, on Tuesday, June 28, 2011, at 7 p.m., at the Camillus Town Hall, 4600 West Genesee Street, a public hearing was held to receive public comment on the joint consolidation agreement.  NOW, THEREFORE, AFTER DUE DELIBERATION, BE IT RESOLVED that the joint consolidation agreement is hereby amended to change the name of the consolidated government entity from the Warners Memphis Fire District to the Warners Fire District and to change the effective date of the proposed consolidation from July 1, 2011 to July 6, 2011;  AND FURTHER, that the Town of Van Buren, the Town of Camillus, the Warners Fire District and the Memphis Fire Department hereby approve the amended joint consolidation agreement;  AND FURTHER, the amended joint consolidation agreement shall be made available in a public place within each involved entity and posted on each involved entity’s web site no later than five (5) business days after adoption of this resolution;  AND FURTHER, a certified copy of the amended joint consolidation agreement shall be delivered to the Office of State Comptroller upon adoption of this resolution.

Assessor’s Report:

Ms. Golden said the final roll and report have been completed and copies forwarded to the County and State.

 

Ms. Golden said the final roll and report are available for review during normal business hours in the office.  New legislation required the roll to be available online and the town has added a link to the county’s website to meet the requirements of this new law.

 

Ms. Golden said Grievance Day reviews totaled 11 with appointments scheduled and paperwork only.  A verified list of changes was forwarded to the County as required.

 

Ms. Golden said special district creation for 2011 in underway with all changes due by early October.

 

Ms. Golden said the County will run next year processing starting this week. Once complete the 2011 roll will be the prior year and current year roll 2012.  Work will then start for the 2012 assessment roll.

 

Ms. Golden said the State has passed legislation that will cap STAR savings at 2% over the previous year.  The ORPTS is working on a computer patch that will process the school bills “seamlessly” with this cap in place.

 

Mr. Tupper asked if home values are slipping here.

 

Ms. Golden said no, not in this area.

 

Creation of Labor Crew Leader position (civil service #63010) with added pay of $.50 an hour and authorize execution of agreement with union by Supervisor:

Mr. Sykes reminded all trash haulers that their loads must be tarped to prevent trash from flying out onto the roads.

 

Councilor Committee Reports and Comments:

Mr. Tupper said a Land Use Committee meeting has been scheduled for July 6, 2011 at 7:00 pm at the Town Hall.  He said they will be discussing additions to Chapter 200 that will prevent unnecessary hardships on business owners in previously grandfathered zoning districts. 

 

Mr. Tupper said he has read about towns having trouble with the accounting in their courts and commended the Justices and court clerks for their work.

 

Mr. Dudzinski thanked all the people in the hamlet of Memphis for their help on the Erie Canal Trail.  He also thanked the Highway and Buildings and Grounds Departments for their help in making the trail successful.

 

Mr. Shepard said the parking lot at Canton Woods will be oiled and stoned in the next couple weeks and should be paved next year.

Mr. Hoy said he attended a meeting with the Planning Board Chairman at SOCPA about the future of Onondaga County as far as growth and sustainability.  He said a draft report will be available and a presentation given to each town.
